Can you really call it a SET when there is only one card? Can one card constitute a set?

Each individual card/ pack is adding to the "Headliner set". so yes you can call it a set.

Is it though? The name of the pack suggests it’s the fifth set of headliners. Not the 5th part of the headliners set.
