Why is my rtts catcher only getting 1 or 2 fielding opportunities in like 30 games?

There is a slider to control how often they steal. It's the only thing I can think of. I have a catcher and get bunts every game but steals are random. I can go 10 games or so without a steal.

No i mean all my guy does is bat no catcher opportunities what so ever. Ive got all the fielding opportunities set to "all" & still maybe 1 catcher opp every 39 games or so
