Is this a Glitch in Franchise mode?

In Franchise mode during Spring Training, the A.I. controlled teams do NOT pitch most of their higher rated Relief (Middle and Set Up) pitchers. They get put in the extended part of pitching roster and unless there is a long term injury to one of the slotted staff, they never see even an innings worth of work for the entire Spring.
For example, on the Yankees, Albert Abreu and Nick Nelson both of whom are rated 57 OVR, occupy both Set-Up roles while Zach Britton and Justin Wilson sit out. Then, when the Regular season starts, Abreu and Nelson are in the minors and Britton and Wilson are on the main roster not yet having thrown to live hitters.
Despite it not being realistic (and that's what the Show is known for, right?) it doesn't expose those players to injuries. Sort of unfair, no?
Anyone know if this is a known issue? Or did SDS intend to do this for a reason?
This isn't the case for all teams, but about two thirds of them are in this scenario.

I was suppose to start my Franchise like last week but there has been so many complaints about this last patch that I am gonna wait for at least one more patch to start.

Yeah, I I've been doing this for about a decade. I keep waiting for patches to "fix" things in order to start my Franchise. Then, I eventually give up because NHL is released. Then I do the same thing with it until The Show is released.
It's getting so old. I'm getting so old. I really hate EA and SDS. I hope they get what's coming to them.
