Are contract extensions glitched?

Are contract extensions glitched? Whenever I try to extent players contracts it does not let me use my full budget. For example, it will tell me I have no money to extend a player's contract yet I will be able to sign a free agent for a max contract (31m per season).
Does anyone else run into this issue or is this supposed to be this way?
