for example on a pitcher if u parallel them up to 99 velocity can u get them to have outlier in game? or power on a batter to get bomber etc etc

All of those are just titles and dont actually do anything.
outlier would but you dont get that through attributes.

Not active quirks. Passive quirks show up when you hit a certain threshold. So for example, the new Ronald Acuña Jr. card has 82 reaction. The passive quirk "quick reflexes" shows in the quirks list when a player has at least 85 reaction. So Acuña doesn't have this quirk at the start, but he will have it at parallel 3 the way I understand it.
