PCI Question?

What determines when the center dot is the largest of the three instead of the top one? I really prefer the center one being the largest but it seems so random to who has it that way ans who doesn't. I was assuming it was tied to a rating but if it does I couldn't determine which one.

I believe top means power hitter, middle means balanced hitter, bottom means contact hitter
