Anyone know how to throw 102mph

Have 4fb at velo 50 attributes , 99 velo on stats. Just cant get it past the 97-101

Sarcasm aside, the only ones in the game that can throw that high have outlier quirk.

There has to be a way to obtain this? Ive faced a cap in dd before that threw it. Arg so frustrating idk what im missing
