Exchanging No Sell Cards?

I thought someone said that they patched/updated that you would now be able to exchange "No Sell" players that you had locked in to collections like last year. I just went to try and do that and it still doesn't allow it? Did I misunderstand something??

Duplicates can now be sold. So if you get a duplicate from team affinity's it can now be sold. Still can't quick sell locked in players unfortunately and I don't like it but I understand why.

So duplicate no sell cards can just be quick sold, that was the change??

or exchanged. If you're going to sell them do the bronze to silver type exchanges first.
