Banned Players?

Just curious, has there ever been a announced reason why they won’t but some guys in the game with questionable pasts due to drugs or what ever while some with the same past are aloud in?
Examples, Bonds, A-Rod, curt schilling, rose, consaco, Sosa. When others that have tested positive 1 or more time are ok to keep in?

it all comes down to acquiring the rights from the players themselves. Arod used to be in the game but they dont have the rights to him anymore. Bonds had a fictional version named reggie stocker bc they didnt have the rights to his likeness. Rose is more similar to Roberto Alomar, who was just banned by the MLB. Players that are actually banned from baseball probably wont ever be in the game just bc MLB wont allow it.

The only players that are likely strictly banned from this game are Pete Rose and the Chicago Black Sox. Schilling and Aubrey huff are probably banned from this game for moral reasons though

Alomar is still in the game bc people have already acquired him. but theres no way to currently acquire him and it doesnt look like he will be in the game in the future

Nothing on Al Gore's internet that I can find.
Russian news sources though have him using children as human shields though at ballparks for foul balls.
