Catcher pop time

What is the requirement for getting this perk ? I see Wilson Contreras has it but not pudge who has a 90+ arm and better accuracy than Contreras what is the threshold or requirements

I thought that too but Grandal has 99 reaction and no Cather pop time perk -

I've never seen it before until today either thats why I'm curious I'm about to play my first DD game with him I hope the guy tries running on me lmao -
It's a new quirk, who knows who they give it to and why. I'm pretty sure that the 99 version of Pudge will have it though. If he won't, they might as well get rid of it altogether.

I'm sure all endgame catchers will have it.. usually there's a certain stat threshold bomber is 75 pwr 20/20 vision is 80 vision etc
