Ranked Seasons Difficulty Setting

Is it just me or is the difficulty not setting to the all star default as described in their help book?
Example I'm in division series and played someone in wildcard today, and the pci was most definitely hall of fame. Honestly, I would've offered a friendly had I known because they clearly had a tiny pci they weren't expecting.
Is this a known issue or am I crazy? I know it can possibly be both lol

They might not have updated the handbook. I don’t know what it says exactly but either way pre release in a stream they said the settings will now lock to the higher ranked users setting not the lower, if you are above 700 it should be on HOF every game for you, unless you play a 900+ opponent and you’ll be brought up to legend to match them.

Thanks! I didn't know that and they definitely haven't updated their handbook. It actually says that any discrepancy between difficulties then plays on all star which a WS vs CS player would be a derby.
