Is Baserunning AI broken?

Seems like multiple times a game the AI for baserunning just falls apart, and players freeze up on obvious doubles or try to take an extra base despite the fact that they get thrown out by about 50 feet. Why does this stuff keep happening? Howie Kendrick refusing to move likely just cost me a showdown. Despite the fact I'm mashing for him to advance, he just stood there
Edit: Just want to make clear that this happens to the CPU far more than it happens to me, but I notice it enough
