Is your equipment even usable when the servers are down?

I jumped on rtts because DD is down and I went to check my equipment and I can't even access it because servers are down. Does this mean it doesn't add to your overall when playing offline?

Yeah I know it wasn't working before the patch, but I was hoping they fixed it. I play rtts quite a bit and this being connected thing has made it very undesirable to play, and I've been playing this game for 5 years. I personally think DD content is good but servers are a major issue, but rrts I play about as much as DD and I just can't get into it.

Mannnnn they didn’t fix anything that we asked for. They only fixed a glitch to make the grind easier. In the post they had it just said should fix this issue or that. It’s fun to pay to be quality tester for game studios now
