If you had to assign stub value to a Program Star; what would you say they were worth?
EX: A Daily Mission where you get 2 Stars for exchanging 500pts with of equipment.
Now, you could do 3 Silvers at 200ots each and end up exchanging an extra 100pts.
Or you could exchange a Gold for 500pts even.
But if you don't have a Gold on your inventory; you would need to buy one for at least 100 stubs.
So, would it be worth 100 stubs to get 2 Program Stars?

Value has a time component. Is it worth 100 stubs to get the first 2 points on day one of the program, no. But how much would you pay to go from 298 to 300 with 1 minute left in the program (the answer should be slightly less than 90% the value of the card you are getting)

I'm not really sure what the value would be but in 21, it would be irrelevant anyways, everything will be working off of XP and no more stars

Has this been confirmed? Because if this is the case; hopefully SDS found a way to combat the people that played HRD gor HOURS and hit Prestige level within weeks of the game releasing.

Yes, it's confirmed, and they already fixed that in 20. They reduced the amount of XP you get for HR's, and the reduced how much XP you get for walking yourself in during a franchise game (The two exploits).
They also capped daily XP.
