Pausing between pitches

Why is this a thing?
Is my opponent trying to mess with my timing?
I realize there are legitimate reasons why one might pause between pitches, but after every pitch of a pivotal at bat for fractions of a second?
The same player was holding R2 and showing bunt before every pitch while hitting. He had a WS tag.
