Yes it is, though I think it's possible to get it as the 12 game reward in BR to, so theoretically you could get it at 12-1

I'm Fairly certain that Hoffman, Miller, Edmonds, Adell, AS Smoltz, Evans, Zobrist, and Glavine are only 12-1 and not 12-0 at this point but being that there aren't many people that play out 12-1 runs and its possible for 10+ 90+ overall LS cards are also 12-1 rewards they are pretty much just as rare as non chipper/wagner 12-0 rewards
