High Pitchers with the Best Control

I've got some great pitchers that I've been testing in my rotation (Bob Gibson, Finest DeGrom, etc). My only problem is that a lot of the 99s I have lack the pinpoint control that I love so much. I've actually been using 97 Don Sutton because his control is great.
Which 99 Starting Pitchers have the best control? I'm sick of Gibson leaving a heater over the plate for Luke Voit to crush.

Only taking max overall & control into account: 99 Maddux, Carrasco, Darvish, Fergie, (95 but it's Cliff) Lee, Kershaw, 97 Gonzales (yuck)....Left out junk ballers Marichal & Matthewson.

Maddux and Kershaw are must haves.
Though not truly a 99, that 98 MadBum is maybe the best pitcher in the game as far as I'm concerned. I've never looked at his control stat but he seems to hit his spots for me.
Darvish is awesome too.
