Sort of the same reasoning as @CDNMoneyMaker93: There is still no 99 of him. I would have expected a card of his by now. I wasn't able to use him last year, but am looking forward to his 99 this year. I would have thought it would have been out by now, UNLESS it is the pre-order card!

I don't think you need every Legend every year, but I could seriously see, and defend the idea of having mantle as the collection card every [censored] year. His juice is definitely worth the squeeze and he changed the game for me. I do like the madden tradition of last years best/breakout player get the cover which would mean it's a current player, but I could see picking a Legend and a current player and making a co-cover.. Past into the Future kind of thing.. Like this year it would have been Mantle looking forward to Javy...
With this said this is my 1st year playing so I really don't have much to go on other than what I read here about games past and how things were done.

I didn't play DD much last year, so that is not a question for me. I will look it up in a minute though.
For Mays: He could be an inning boss. Maybe him, Griffey, and someone else? -

There was no Mantle.
They sign legends to a period of time. As long as they have his rights, he'll be in the game. Unless you're Niekro.

Very easy way to keep the player base on the playstation system with a card of that stature

While I know Griffey being on it a few years ago debunks this theory, I simply cannot see them promoting someone on the cover that is limited to a fantasy mode and wouldn't be playable to everyone out of the box.
Unless they had a current player for the standard version and then a legend for a deluxe geared for DD players ala NBA 2K.

Griffey was on the legend teams in play now. Might still be “fantasy” but it isn’t DD.
