Sure, but for argument's sake the pitcher doesn't have both pitches in his repertoire.

Then I think it is whatever you feel you throw and can place better.

Well in that case if you hesitate between Sale and Paxton, I'd go with Sale because they're lefties and Sale has the slider.
If you mentioned 2 righty pitchers, I would've recommended the guy who has the cutter (assuming the pitchers are comparable attribute wise of course). -

Also throwing it low outside so it crosses the zone but finishes low out of the zone works, there's a chance it may catch if the batter doesn't swing, but it's difficult to square up and likely ends in a weak pop out or a grounder... Unless you're ahead in the bottom of the 9th, then it will get pulled for a homer.
