Is this supposed to be done a little at a time in the 'Steal Fans' phase of extreme conquest?

From multiple turns, but needs to be done in the same run (restart resets the counter back to 0)

You pretty much have to steal on HOF to get runs done efficiently in extreme conquest. 4m per steal 4 steals.
The good news is once you finish that quest it doesnt reset once you reset the map.

Does the only thing that reset is the beat teams by a certain thrn?

You manually reset yourself after doing the turn based ones, one by one. It has nothing to do with stealing fans.
