Is there a time limit on the friendly quit screen?

Been playing RS a lot more and I find it funny how I always get a friendly quit request immediately after bringing in 2+ runs. It's such a pathetic thing to do, I don't spend 10+ mins in a game just to nullify it once I start winning. I always sit on the screen for ~2 minutes until declining. I don't know if the timer still applies on that screen so that's why I only wait on it for 2 mins.
