when do boss challenges occur?

I’ve played a few games against high overall pitchers in RTTS and I never get a boss challenge only the occasional regular challenge. Do they only occur in certain situations?

I've had a few for the big name pitchers when called up to the majors (DeGroom/Scherzer/Kershaw) I think they have to be huge names for them to be bosses.

That explains why I haven’t gotten any because most of those guys have retired

I’m in the 2029 season and still get a good amount of boss challenges
