I know it's not cost efficient but definitely seems to be the fastest way to complete TA 3. Just seeing the consensus.

Depends on the card/player/team. Sometimes it's worth the cost/time, sometimes it's not. You'll have to break out the calculator, look at the market, see how many stubs/packs you'll get back, and see how much the TA3 card sells for, if you don't plan to keep him.
I bought Orel off the market, and he sells for a ton. So it was a great idea to exchange quick sell diamonds in his case, made 20K when it was all said and done (with some decent pack luck to help).
I did for a couple teams, but that was when players like Gold Glove Salvy was cheap, it's not even close to cost-effective now.

Did the same thing with the last home run derby packs with the low tier going for 5k it was a steal in my opinion
85 maybe 86 I used for exchanges. Only going for 5,000 anyway. Also depends on your situation. If you got stubs I would do it. If you're trying to save Stubbs for a player or something then I'd sell/quick sell
I bought a bunch of low ducks/hr cards at launch and knocked them out. 1 day Mookie was even going for under 6k so I grabbed him too.
Got all 30 done after doing a lot of catching up from stage 1 when I was trying to finish the ls.
