Legends not available

I've been playing franchise with legends for quite some time now. I've been playing with the game default and current rosters, which don't include Pete Alonzo or Guerrero Jr. I just uploaded most recently roster vault and select legends on. When I start franchise and go to free agent, the legends are not there. Is there any way possible I can play with uploaded roster vault and legends? Inform me please!!
