Why won't my catcher throw to second?

I don't play online often so rarely have to deal with stolen bases against me.
Playing RS with my CAP at catcher... 99 arm strength and 99 arm accuracy. Every time the guy stole on me, my catcher would just stand there and hold the ball, watching him steal second (I use buttons, not button accuracy). So my opponent began to realize I couldn't throw the ball and stole second base every time he got to first.
How the f--- do I get my catcher the throw the freaking ball?!

This has been something that's been taking place in RS for a little while now. I've read about on here and have experienced it myself. The worst case coming a few nights ago when I went through the same thing you just did. Later on in the game I played after being stolen on several times I tried pushing the throw button a tad bit later than I normally would. That seemed to fix the problem for me and I even caught the guy stealing a few times once I figured it out. Not sure if that's a fix or not, but it did work for me.

isn't it a thing where you have to wait until your catcher has the ball until you hit the button? Instead if preloading the throw?
I thought I heard that somewhere.
