Do they? It's a pretty nice mixture of both, you don't have to play online to finish them. (Unless you are talking about prestige)

The create a player moments also require some online moments if you wish to unlock everything IE the bats.

I don't EVER want to play online, it's broken. Give me moments, showdown etc. Screw online.

This program will likely feature another conquest map, at minimum 2 player programs that include moments and possibly a 3rd program like the players leauge to collect a car towards the program. There is plenty to do offline

Every program will have an online component as DD is an online base mode and I know the argument I'm not an online player there should be more options for me. While no there shouldnt be if you want all the point available you have to play the full mode.

For sure it will (father's day conquest map)
There's also the fact that there will be the POTM for June. I play mostly offline and I'm not concerned about the fact that you have to play online for some moments. I understand that's just the way it is. I'll still find a way to crack at least 500 stars In this program.

Online H2H is the whole point of DD,
I’m glad people find joy in other aspects of the mode but it is the main reason for the mode to exist.

I would argue that the main point of DD is the various collections of cards. Which is why a lot is catered to offline play.
