Question about Legends and Rosters

Once SDS adds a legend through BR,WS reward path or headliner/innings program do they become available in offline rosters?
Because I saw Dwight Evans in the game rosters but when I checked to see Red Sox legends day one he wasn't there.
I assume it's because he was added as a flawless reward.
It this how it goes?
I mean if we get Ellsbury as a 4th inning boss will he appear in the offline rosters?

He isn’t already in offline rosters? He has a free agent card in DD already so I assumed he would already be in the offline rosters

He'll appear in one of the placeholder spots on the 3 teams, but there are legends and flashbacks in the FA list too

If you load the live roster he's in there. He's on the Mid-century Groundbreakers team (even though he was definitely expansion era).
