If you do a team collection that you've already finished the stage 1 for, does the 10 points carry over to stage 2?

No, it does not.

when I collected the Cubs I was at 61 and it took me to 71 (or 1 out of 50, if you want to be technical). I'm not sure about if you do it when you are already at 70 though.

If you're at 65 or something it'll carry over, but once you get to 70 stage 1 locks.
