Have they? Explain.. it's more about the moves not done, as opposed to moves done.
Other than the Grichuk extension, they really haven't made terrible moves.
First thing to wrap your head around, is that they had to rebuild the team. The Jays had the oldest roster in baseball and no farm after 2015.. shatkins has drafted very well, have the best payroll flexibility in the game and a very good young core. Their position was no different than the Orioles when they took over. And look at the difference -

As for Shatkins, I'm sure they will work it all out and get the Jays back to finishing 3rd in the AL East again.

Though in the last 5 years, they won the division and wild card 40% of those years... So... It's very possible. Not like the Red Sox look good anymore -
