Roster Issues

In my obsession with trying to create a franchise with (somewhat) fair and balanced rosters, I keep running into issues with the CPU changing things that I don't want changed. I'm hoping that these can be addressed for the next iteration of the game.
The first thing is the 40 man roster at the beginning of a franchise. When I set my saved rosters the way I want, sometimes I end up with teams with only 30-something players on the 40 man. When you start a new franchise, the CPU propagates this to fill it. I do not want this. There are several reasons not to have a full 40 man roster. Examples: I have an older player with 5 years of service who will have to be DFA'ed to send to the minors when ST ends. I don't want to DFA them, but I don't want them on my MLB roster at the beginning of the season. There are really young players who are not rule 5 eligible and not MLB ready. I don't want these guys on the 40 man.
So, let us begin a franchise with less than a full 40 man roster.
Then, when you're in a franchise, in ST, if you have the CPU set to make roster moves, it will add players to the 40 man to fill out the ST roster. Even if you have the 40 man roster option set to manual. This one drives me nuts. If I have that option set to manual, that should supersede all other options. This includes roster moves and IL replacements. I do not want the CPU to add players to my 40 man. Stop my sim and give me an error message, but do not make changes.
Obviously, if you have all settings on manual, this isn't an issue. But I 'play' all 30 teams to keep things equal and I hate having to micromanage every team. I like the CPU handling the minor league roster moves. I like the CPU handling injuries in the minors. I do not want the CPU to touch the MLB roster or the 40 man roster.
TL;DR ... stop messing with the 40 man roster.
