Can get 3 WC rewards in Gold 1 only??!

Is this some kind of oversight because it dosent make sense. There is only division where you can get three WC players is Gold 1 ,a choose one player pack for 4 wins, then a choose two players pack at 5 wins. That is the only division that has a pack that says “choose two players” on the bottom. The immortal and diamond divisions allow you to get both players in a single win, but it’s just a quantity of 2 for the “choose one player” packs.
How is that fair? The higher divisions should also have one of those “choose two players” packs

Jimmy Rollins isn’t in the pack. It’s a leaderboard reward at certain levels.

Gold 1 with what I noted above is the only division you can get both pack players AND and extra one of those pack players
