Is there anyway to actually control how fast a pitch is thrown?
Lets say I want to throw a change up or a splitter at its lowest velocity, it states 81-86 mph. How do i throw it 81 mph?

I believe bear down pitching allows you to throw a fastball at its peak velocity in clutch situations but I always forget about it during games so I don't know much about it.

No there isnt, and you'll see that outlier gets better later in the year.
Current degrom outlier will throw lets say 20% of his fastballs at 102. Later in the year you'll see pitchers with outlier throwing 102 most of the time.
It also varies between pitchers. Ex: Miz thtows 102 more often than degrom, and dibble throws 102 more often than Miz.
