Common players and quirks

Why are all these common pitchers able to have outlier? I’m pretty sure if they were throwing 103 every pitch, they wouldn’t be a scrub.
-
Injuries, can't throw strikes, has the velo but secondary pitches suck and they are working on them, they were drafted in 24 or 25 and haven't had much time yet to move through the system, they are blocked by guys above who are good, limited data on them so sds gave them just a basic card...
Is just some of the reason why -
I’m basically talking about Halverson, who’s been a bronze/common for a few years, and still get outlier. Maybe there’s others. Was playing couch vs a friend and he brought him out of the pen throwing 103 every pitch.
-
He does consistently throw over 100 miles per hour. So outlier makes sense because it makes his pitches more authentic.
-
Because he throws that hard. At one point he had the fastest pitch in the statcast era
