I don't understand "fog of war"

Now if you scout pitchers for a region instead of 15% you get 10%. Why would they do this to customers who pay $75 to purchase their franchise? Of what benefit is it to give the CPU teams an advantage over franchise owners?
This is the best version of the game in franchise. Gameplay is better but I don't understand the "fog of war". It's as if someone talked them into sabotaging their own game.

Their feedback suggested being too easy was an issue for a significant amount of those questioned in that survey couple years back. Give it time, you'll get used to it soon enough and it will be too easy once again.
