RTTS is rigged

Is it just me or is it rigged bc I feel like infield pop ups rarely happen. And when I’ve gotten perfect perfect foul balls when the pitch was a fastball strike. And there is so many times where I get good timing on pitches down the middle and it’s a fly out to left field and 70 ev. I swear this game is rage bating me

I haven't had much of a problem with that, but my pitchers are rarely trying for pop ups to begin with. Except my knuckleballer. He gets a ton of them.
Where I feel the game must be rigged is when all of a sudden, none of my pitches can find the strike zone, like the game just decided this random batter must be walked, and so even if I manage to work from 3-0 back to 3-2, ball 4 is inevitable no matter how good my release or where I place the pitch. It's vexing, to be sure.

It's been since MLB 23 that we have seen a near total absence of routine fly balls to the outfield. It is an issue that was raised with SDS and it is another game play issue that SDS has ignored for three years. If you want to play MLB The Show as an outfielder who actually will shag some fly balls from time to time, you'll have to go back in time and play MLB 22!
Somehow, SDS became convinced that an entertaining and satisfying baseball video game should feature about 75% sharp liners, even though in real life baseball the outcome is flipped where sharp hits happen about 25% of the time.
And when the suits at SDS make a decision, it's law baby! And 100,000 customers could tell them it's wrong, and they wouldn't care to fix it!

If you want to get a lot of normal fly balls to the outfield, just turn off impact plays. Change the setting to 'my plays' and you'll get a lot.

I have my RTTS set to exactly what you recommend, and my experience remains very skewed to actual baseball. This has been a multi-year problem in MLB The Show.
