Who is responsible for player stats in DD????

My ChiSox are utter trash, i get this. Thank the lawd the Rockies exist. That said, what is going on with the core players stats and positions???
- Grant Taylor throws over 100 mph consistently. He caps at 96 right now and that's with him at level 3 of upgrades.
- Michael A. Taylor has played all 3 outfield positions multiple times this year. His card is a CF with no secondary positions.
- Jordan Leasure - who should be DFA'ed - throws 98 mph as well but has a much lower speed 4SFB in this game.
Additionally some speciality cards make no sense. Chase Meidroth has 10 steals and is sneaky fast, but he has 50 something speed on his 88 card.
Also I still don't understand why the 2nd captain wasn't the opposite of the 1st captain; we DESPERATELY need a pitching captain to boost our absolutely terrible bullpen. And who is responsible for deciding what throwback cards come out? We just got a 4th 88+ Left Handed SP card. Why??? Seriously, why??? Give us a Righty or, I dunno, A BULLPEN CARD??????????
Love the game, but greatly do not love all these things about DD. And I'm a whale who throws money around like its nothing. I'd spend 10x more if there was actual balance to any of these things. Thanks!

Same with the angels like our offense is getting so many cards with 92 Christian Moore or Soriano which is happy a sp gets recognized but our bullpen has been lights out and Strickland deserves a spotlight or even a topps now

Regarding Speed, always look at Baseball Savant and you will see that you are wrong every time and SDS is right. Meidroth has 43rd percentile sprint speed. 50 is reasonably close, especially for a rookie where they have no extra seasons to reference.
Oh, and his Baserunning Value is actually 20th percentile, so sorry to break this to you: he's an awful baserunner.

SDS releases maybe 1/10th of the bullpen cards they should.
The Mets only have the day 1 jolt card
They really need to find a way to give theme team fodder for relievers but dont compel people to get them for collections
