That depends on pitch location. If the pitcher got them to chase out of the zone, the pitcher. Otherwise, if you’re talking a perfect swing on a strike, the hitter is supposed to. The whole point of pitching is to induce bad swings — your pitching input isn’t perfect if the hitter took a perfect swing. Rather, the pitcher failed miserably.

@RealPudgyPanda_MLBTS Unless I’m misunderstanding you, it seems like you’re contradicting yourself. I don’t consider pitch location or pitch type as the type of “input” you referenced in your first post. They can’t be timed perfectly like inputs for following a pinpoint pitching path or swing timing when batting.
The type of pitch and location are decisions a player has to make but whether they’re the “best input” or not is subjective and can’t be determined by the game (like pitch and swing timing).
They can only be considered the “best input” if the batter was looking for a different pitch type and/or a pitch in a different spot — but you have no way of knowing if the batter was looking for a different pitch or location.
Therefore, since there’s no way to know if subjective choices like pitch type and pitch location were truly the “best input,” it means there are other factors involved that can’t be measured.
You throw a 100mph fastball with low-center strike zone location — I’m batting and my PCI is located perfectly centered on the baseball but I swung and missed for a strike. You’d say my timing was off so I didn’t have the “best inputs.” I’d say I expected a slider so I sat on the pitch too long.
In that example, the batter knew the correct pitch location. It was the pitch type that made the difference but there’s no way to measure that input in the way you referenced it (as the “best input”) since it’s a subjective choice made by the pitcher. Yes - the timing input was off. But the reason was the pitch type which is a subjective choice.
What if I was looking for a 12-6 curveball and you threw a sweeper but I still hit it for a single? I was looking for the wrong pitch so shouldn’t that mean I had worse “inputs?”
Hoping this makes sense - ha! I understand the point you’re making but I think there’s too many other factors involved that can’t be measured. -
Huh? When someone says the game needs to be more determined by who made the better inputs, that is entirely who actually took better swings throughout the game. The entire point of pitching is to induce bad swings — if your opponent took better swings throughout the game, you didn’t out pitch them or out play them. You lost on input. And we can measure who took better swings — the analysis has the PCI ratings and swing timing.
Whether or not the pitcher got 100% accuracy on drawing their pinpoint is irrelevant. They could get 100% accuracy on every pitch they throw in the game and still be an atrocious pitcher because pitching is, again, about inducing bad swings. If you hit your spot and they get a perfect swing, you objectively had worse input — you gave up a perfect swing. You didn’t fool them on timing or placement. They beat you.

Exactly. Extremely fluky and inconsistent. In trying to improve hit variety they completely nerfed exit velocities.
