Unable to search for custom stadiums

For months, I've only been able to view Template Stadiums and create a new stadium under My Stadiums. See here for captured video.
I use an XBOX Series S and confirmed that I am playing the correct version on my XBOX.
I've reported this via support three times with no change.
Anybody else run into this? Is there a fix?

Your console is not connecting to the vault. That cause could be multiple, but regardless, it is a problem with your account, ISP, or console.
