No Rookies 99 who before debuts (ex. Future Stars...)

In 24 OVR 99 is superb hard so I believe it...

I don't want to meet who I just know in scouting report...

@Xien_Nano future stars will always get their 99, it promotes baseball's future, it is a good thing.
