Player attribute bug fixed?

Hi everyone! Am thinking about buying the game but I'm mostly a RTTS and Franchise player at this point so I was wondering if the player attribute scaling bug was fixed? Last year it did not let any of my players progress past attribute 36-38, regardless of if they were two-way players, hitters, or pitchers only. This was frustrating and I stopped playing the game pretty early because of it so I am wondering if this has been addressed in this year's version before I buy it. Thank you!

Playing two way right now and I’ll my pitch stats are stuck at 37 just like last year so I would say it isn’t fixed.
