Can we get captain Jeter now?

I completed the subway map to the coming soon , and the side quests.
Do we wait till the " coming soon" comes or did I miss something extra because I can't unlock Jeter.

You should have a pack in your inventory to open containing the Jeter captain.

I had to have missed something, it shows completed and O have all the side quest players but no jeter.
I probably missed something, Servers are down so I'll restart ps5 when they're back up and check.

I got the card. It was in my inventory for that one. Didn’t have to open it
