I was able to get 7/19 hits with Altuve but it froze and I have since have gotten 19 but cannot receive the reward.

I believe that once you accumulate enough progress to reach stage 2 of the program you can no longer complete tasks from stage 1. I think stage 2 is unlocked at 85 or 90 so you probably crossed that threshold midway through the Altuve stat mission. I can’t verify though because I’m a Switch user…
