Best cards without perks

I've noticed some of the best cards don't have any perks, do perks matter at all? Are there cards with perks that make them better than the ones without?

Some of them make a difference. Dead Red, Breaking ball hitter, first pitch hitter, two strike hitter are good ones. But they don’t make or break a card. I’ve had a ton of success with both 99 and 97 Kris Bryant with no perks.

I think he meant quirks. Press y on Xbox or triangle on ps .
