How do you redeem vouchers after you win the mini seasons?

Just go over to TA1 and pick (west, central, or east) in that program will be a option to redeem Mini Season vouchers. You get 4% progress in the program for every one i believe or 20 for 5.

You may need to open them first and can do that by going to the pack shop like a normal pack
