I eventually activated his third tier and played on rookie vs computer in a high elevated stadium until I completed.

All of TA2 Captains hit like garbage but McGuire is one of the worst. I do think there is a human element to it all though because I seem to hit better with these cards after completing the mission so maybe we tend to over think and try to hard. I still hate most of them though lol.
