My thought is less perk more ratings (and input)

Directly, REAC (reaction) is most likely the stat that governs how quickly the catcher "recognizes" that he needs to be throwing and starts his motions...

However, in my playing, I've observed the following as well:

    1. You have to "catch" the pitch, as in as soon as the pitch is thrown, there's a second crosshair. You have the second or so that the ball is in transit to put your glove icon on the crosshair - closer the "better" for pop-up time, etc.
    2. Meter accuracy - landing on the "perfect spot" means just that, no time being wasted in "mishandling" and/or "mis-aiming" the throw.

Honestly, I've thrown 80+ SPD dudes out (on beginner) with 1.8x "pop up time". ARM matters a lot more, along with "mini-game" execution.
