Is there anywhere that explains in detail how potential works? As an example, I would like to know, can a player outplay poor potential (assuming young enough) and increase from say C to B or B to C?

Potential has a number grade in the edit player tabs. So you can see if a B is an 80 or an 89.

Yes, and it's fairly common if a player's potential is an x8 or x9. A player can also drop down if he's at an x1 or x0.

Players progress/regress at the start of each month beginning after the first full month. You'll get spammed with notifications on some, but all progress/regress.

I have actually read before where potential actually just means how fast the progress which actually makes sense looking at some players.

Do you ever call up or send down any of those progress and regress players?

Yes. If a prospect is tanking and young, send down a level.
