Is there an actual explanation of the pause timer?

I've noticed more this year than previously, people pausing, running the timer down, unpausing, playing a bit, rinse repeat. Some games are just taking forever and with players like this the timer may be down to 30 seconds one inning and then the next half inning they pause and it's 3:30 haha. Has SDS ever explained how the actual math behind the timer?

Sometimes the doorbell rings right when my game starts. It's the beer delivery man. Hence why twenty minutes later I need to pause again to empty. The game is not going to punish me for otherwise timely gameplay. Life happens man.

Heineken. I believe that timer increases based on how infrequently it is used. If it is used in the first inning for one long pause but not used again for a few innings it will replenish. If it is used multiple times it will replenish less.

Last year I played someone who let the timer run all the way down to '0' but it wouldn't let me end the game. The screen just sat there until he unpaused the game.
His pitcher was up two batters later so I figured I would walk those batters and when the game forced him to select a pinch hitter I would try to get it to forfeit again, since he was out of time, but when the prompt came up for him to pick a pinch hitter the timer was back to 3:30.

Maybe because I notice when it happens but I swear to God as soon as the opponent pauses the game the next at bat they start crushing my pitches.
