Franchise Draft with Two teams

Why is one team kicked out of the draft when two teams are playing in the franchise?
Is there a way to enable the ability for two teams to draft simultaneously?

Yeah, this really needs to be addressed. It's completely killed my brother and I's desire to play when one of us doesn't get to choose the future of our franchise team.
