Scouting locked

I am playing in franchise mode and the scouting button has a lock on it along with the sign draft picks button following the draft. This removes a key element to franchise mode. What is going on?

There are now specific days in the season that you can scout players and then sign them after the draft. If you pay attention while simulating your season it will give you a prompt when you can scout and what days you can sign players. After the draft you can attempt to sign players every 3 days until august 1st. You also have to pay attention to the drafted players interest in signing because there is a chance they won’t sign.
